Born in San Francisco, California, Phil retired as a Captain with the City of Midwest City Police Department in 1996 to begin his legal practice. Phil began his practice in 1996 as an Assistant District Attorney in the Oklahoma County District Attorney’s Office. Phil went into private practice in 1998. In 1998 Phil was also appointed by the Governor of Oklahoma to serve as a hearing officer on the Oklahoma Public Employees Relation Board, and served until 2000.
Phil became of counsel with Collins, Zorn & Wagner, P.C. in 2010.
